The Comptroller of Public Accounts serves as the state’s chief financial officer, collecting taxes, estimating revenue, managing statewide accounting, cash, funds, payments, transfers, and treasury operations, supporting debt service, administering unclaimed property, and providing financial analysis and transparency tools. The agency also administers education-related payments and programs, the State Energy Conservation Office, the Texas Bullion Depository, the Texas Broadband Development Office, and state-sponsored prepaid tuition and college savings programs overseen by the Prepaid Higher Education Tuition Board.
