Texas Lobbying + Public Policy

Move your priority through the Texas Legislature.

Legislative advocacy is how companies, associations, and organizations protect a position or advance an objective before the Texas Legislature, state agencies, and the executive branch.

GovExperts handles the work between a policy goal and a government decision: strategy, representation, bill and budget language, and follow-through after sine die.

Who This Is For

Four reasons organizations call.

If the Texas process can change your operations, funding, license, or market, the question is whether you have a plan for the next decision.

01

Advance a proposal

You need legislation, an amendment, or a budget provision that does not exist today.

02

Defend a position

A filed bill, committee substitute, or agency recommendation would raise cost, restrict practice, or close a market.

03

Secure or protect funding

Your priority lives in the General Appropriations Act, an exceptional item, or a related budget rider.

04

Shape implementation

Session ended. The next fight is rulemaking, guidance, licensing, or how an agency puts the law into practice.

Associations with member agendas use the same process. See Association Lobby Support.

2026–27 Calendar

Interim work decides what session can pass.

The 90th Regular Session is scheduled to convene January 12, 2027, and adjourn May 31, 2027. Bill pre-filing opens November 9, 2026.

Through December 2026, the Legislative Budget Board and the Governor’s Office of Budget, Planning and Policy review agency Legislative Appropriations Requests.

Waiting until opening day compresses filing, author work, committee strategy, and coalition building into a 140-day calendar. Most durable work starts in the interim.

What We Do

Legislative advocacy from strategy through implementation.

Access is not a strategy. Texas outcomes turn on policy substance, the political environment, process deadlines, and the people who can move or stop a file.

01 — Strategy

Legislative strategy

Define the objective. Map members, committees, agencies, and stakeholders. Set a path that matches the calendar and the risk.

02 — Representation

Lobbying and representation

Represent the client before the Legislature, state agencies, and executive-branch decision-makers. Meetings are scheduled against a written ask.

03 — Text

Policy and bill development

Turn the objective into workable text: bills, amendments, budget riders, and the materials members and staff actually use.

04 — Process

Legislative navigation

Manage the file through filing, referral, hearings, calendars, floor consideration, conference, and final action.

05 — Budget

Budget and appropriations

Develop and advocate funding priorities inside the state budget process, including exceptional items and related riders.

06 — Support

Coalitions and stakeholders

Identify allies and opposition. Prepare witnesses. Keep the ask consistent across the organizations that will be heard.

Our Approach

The same method used across the firm.

1 · Discover

Map the facts

Objective, decision-makers, and the political and budget facts that will govern the outcome.

2 · Strategize

Write the plan

Legislative, appropriations, or coalition work that fits the timeline and the risk.

3 · Engage

Work the file

Members, staff, agencies, and stakeholders who can move the priority.

4 · Deliver

Report and adjust

Status, progress, and changes when the calendar or the opposition shifts.

5 · Sustain

Stay after sine die

Implementation, rulemaking, and the next LAR cycle often decide what the statute does.

Policy Experience

Advocacy grounded in the underlying policy.

The argument has to survive contact with the program, the budget, and the agency that will administer the result.

Healthcare and life sciences

Healthcare delivery, Medicaid, public health, pharmaceuticals, biotechnology, medical devices, health professions, and access to care.

Technology and innovation

Information technology, cybersecurity, data policy, emerging technologies, telecommunications, and related agency practice.

Insurance and financial services

Insurance regulation, property and casualty markets, specialty lines, financial services, and related public policy.

Energy, infrastructure, and economic development

Energy and natural resources, infrastructure, economic development, incentives, and policies that affect investment in Texas.

Associations and professions

Issues affecting trade associations, professional societies, regulated professions, and their members. Related: Association Lobby Support.

Before You Hire

Practical questions.

When should we hire, if session starts in January 2027?

Interim. Pre-filing, author work, committee relationships, and LAR review happen before opening day. Session is execution against a plan that already exists.

Do we need a registered lobbyist?

Direct communications with Texas legislative and executive-branch officials can trigger Texas Ethics Commission registration. That is a compliance question for the engagement. We address it at the outset.

What if we only need appropriations help?

Say so. Budget work has its own calendar, members, and work product. It still has to be coordinated with any related bill.

What if our issue is at an agency, not in a bill?

Say so. Rulemaking, licensing, guidance, and implementation often decide the real effect of a statute.

What happens on the first call?

We start with the objective, the deadline, and who else is already in the fight. Then we say whether representation is the right next step.
